Are you sure the noise isn't coming from the wall socket? It sounds as 
though something could be arcing, which is a fire risk if nothing 
else.

A power supply making that sort of noise could be on the way out. If 
it is stuffed with dust it could also make a noise as the electricity 
arcs through the dust.

Perhaps you could run it with the cover off the PC and see where the 
noise originates. (Don't try running it with the cover off the PSU - 
highly dangerous!)
