Per your request: p. 662 states in the "Note" that TCP-53 is required for Exchange and IIS SMTP services to send to the Internet. This is because they use that for MX record lookups. I have personally verified this with packet traces. IIS and Exchange SMTP do indeed use TCP-53 as well as UDP-53 to perform MX record lookups.
