        I'm trying right from the exchange server too..which is a Windows 2003 
server. 

        I'm using telnet exchange.titusville.com 25   it returns could not open 
connection to host

        Are you getting an error message when you attempt to use telnet on your 
Vista box or is the command timing out.
        
        To my knowledge, unless you elevate your rights on the Vista box 
(right-click cmd.exe and select Run As Administrator) you can't use the tool, 
assuming it has been installed.

        Internal box, my computer, which is Windows Vista, gateway is set to the
        ISA server. I put it as the #1 rule, still no go. Nslookup works fine
        and finds exchange.titusville.com, but of course that's a different

        It would need to be before any deny rule that would prevent it from
        being allowed.  You're telnetting to 25 from an internal box and not the
        ISA box itself, right?  And the internal box either has the firewall
        client installed or has the ISA box's internal IP set as it's default
        gateway?
