I understand what you're saying, but it seems more like a patch instead
of a fix.

What changed with ISA2006 for this functionality to no longer work?
I've used it with ISA2000, and for several years with ISA2004, so I know
it worked at one time.  

I am really suspecting that there is something else wrong here. I've
been using ISA for over five years now and have NEVER had this much
problem doing a simple website publish.  So, I'm re-formatting my test
server now, and will start over from scratch once again.  I found a copy
of ISA2006EE in our MSDNAA pack, so I'll use that for testing to see if
I have a corrupted install disk.

You can create one rule that requires authentication and one that
doesn't. The difference between the rules is that the paths are going to
be different.
