Yes it is down..
Try http://messenger.msn.com <http://messenger.msn.com/> and it will
give .net error page. Sometimes the page comes up. You refresh and the
error comes again.
:-)
Its been down for hours now.. since yesterday. Was up only for a while
in the morning.

Can anyone tell me if MSN Messenger is down again today? I had to
rebuild my ISA box and I am not sure if my rule is working or not since
MSN Messenger was down all day yesterday until 9/10pm EST.
