Hi Vinay,
 
Try installing the IdentD simulation service and see if that helps. Keep
in DDC isn't supported, which is a good thing :-)

                  I created a Protocol Rule that allows outbound access
to TCP 6667, I have checked by opening all the ports(6660-6669) but
still no luck. Even it is not connecting from ISA itself. I will give u
the details of the IRC software.
