How this is done may not be clear yet, but that is HAS to be done is
indisputable. Haiku absolutely HAS to have a consistent and
comprehensive icon set that EVERY programmer needs to be bound to,
otherwise the whole idea of having a graphical user interface
(remember... icons are for easy recognition...) becomes obsolete.
The SAVE icon on one app needs to be exactly the same as in another
app, and for new features that require new icons, requests should be
made to the CDT to develop a new icon that is consistent in its
design with the other ones.

This is one area where HAIKU can fail big time, but done properly
can also gain big time, because all the other OS are turning more
and more into an inconsistent mess - driven even further by the
proliferation of themes, which make things even worse.
