That looks pretty good and is probably better than what I did, which
was copy the glue code, libraries and headers into directories already
in GCC's environment paths.

I don't think it would take much to turn your script into a good HOWTO
by testing a bit more and then explaining the standard configure
parameters needed for cross-compiling.
