PHP 4 is available on BeBits, and it works great under Haiku. Unfortunately
it's just the CLI version (and of course it's a major version behind).

I'm also a Web developer, and I'm interested in getting PHP 5 running on
Haiku. Unfortunately my C skills are wanting. I tried compiling it in BeOS
Max 4 a few months back but didn't have any luck. That said, I'd definitely
be willing to put in some time to get this working.

As for Apache, I found this:

Haven't tried it out yet, but it looks much more promising than I had
thought.
