it is not fresh on my memory, but I think this was simply due to laziness. There is no policy or agenda behind this. It seems reasonable to me that HaikuDepot should display the bitmap icons as well. In fact, I (and most other Haiku devs) think that Tracker should gain support for bitmap icons. There are even cases where vector icons make no sense at all, like image previews.

4. Haiku's Icon-O-Matic is the ONE app on Haiku that makes me want to put my 
fist through the monitor. Several times now I have sat down, printout with 
instructions on the desk and Icon-O-Matic on the screen, trying to make 
something - ANYTHING AT ALL - show up in the editing area. Vector graphics and 
me just don't get along. The few apps with HVIF icons that I have (mostly 
stubloaders for Java apps) are converted from SVGs. Sadly, I didn't save 
separate HVIF files while I was doing that and searching for the original SVG 
is likely to take far too much time.

I take full responsibility for that. For one, IOM is more or less a direct mapping of the internal structure of the icon format into a UI, which makes it unintutive enough. But on top of that it has too many usability pitfalls that result in you having to use it in exactly certain ways to be productive. It's not impossible, but way too hard. Sorry about that.
