The java-based parser only deals with HPKR at the moment, but it was
written with the idea that it might be used to read HPKG in the future
as well. This would be useful so I've raised a ticket for HDS around
this...

Actually, it was always planned that we also support actual bitmap
icons; it just never happened so far (you know, priorities :-)).

Not like this, but yes, you can extract the data using catattr (you'll
have to use its raw mode to achieve that, something like "catattr --raw
BEOS:ICON filename > filename.hvif").
From a Haiku host, it would be relatively simple to extract those
automatically, from a package -- at least when there is just one, it
wouldn't even have to guess.
I don't know if HDS can parse packages on that level, though.
