So solving 1) means there will be a delay before it is decided which
border is moved.
I am not sure you fully understand the implications of 2). If I want to
move the top border downwards, I have to first move the mouse up, so the
algorithm choses the top border to be moved, then move the mouse down
because I wanted to shrink the window from the top border.
It would appear that together with the solution for 1), it becomes quite a
usability mess.
