You can set the GPODDER_HOME environment variable (if you're comfortable
with modifying the registry, setting environment variables should also
not be a problem - if in doubt, Google it). The GPODDER_HOME environment
variable tells gPodder where to look for its data folder (database +
settings + downloads).

For the upcoming version (3.1), I've already implemented a nicer way of
download directory selection: gPodder will ask you where to store your
downloads, and you can also later change it through the registry (or by
moving the folder, which makes gPodder re-ask the question). The
environment variable GPODDER_HOME will still be honored and prefered in
this case.

You can update this in the Wiki (for version 3.1 and onwards, which
hasn't been released yet, but hopefully soon).
