Both. It's not GMPI's job to know. What if I want to install it per-group?
We do not define the granularity at which plugins can or can not be
installed.

We don't have a registry. We don't know how you think it is upposed to
work.
If you, who is the proponent of the registry, don't want to enter the
discussion, then it is a dead issue. No registry. Next.
