Groundspeak expects the owner to maintain their caches. Maintenance includes but limited to the maintaining integrity of the logs that are on the cache page. Deleting bogus logs are part of that maintenance.

You would be well within your rights to delete the logs with an explanation. The cacher will learn that it is expected he sign the log if he expects a find icon. One or two deleted logs they may get the idea. They are new and need to be shown the way. Be gentle and make a friend and they may become great cachers and a future SLAGA president OR (even better) a St. Charles lunch host. It is a lot of work but part of managing the cache.
