[foxboro] 6.5.3

To the all knowing list, we are going to do a 6.1 to 6.5.3 upgrade. There
are issues with the CP30B and CP40B 6.1.7 images. Can we use a prior
release image and if so what version is safe. Once upgraded it will be a
year before I can initialize CP's again.
