In ADUC, right-click the mailbox you want folks to be able to Send As, select Properties, focus on the Security tab. Under Group or user names, click Add, type the name of the account you want to be able to Send As this user, click Check Names to resolve the name, and click OK. Select Allow next to the Send As permission and click OK. Done.
