Outlook 2003 Public Folder Permissions

I'm having this weird issue. We have several Public Folders with
different permissions applied. Using Outlook 2003, I cannot view the
permissions on all PF's and some are not visible at all, even though I
am an owner of all of them. If I use OWA 2003, or and older version of
Outlook, I can see ALL the PF's & permissions.
What could be causing this?
