Interesting.
There are rare intermittent reported problems I've seen this with. If
you get a decent tech, they'll ask questions like this:
Are they hosted in the same message store? Same server?
What does the SMTP log and message tracking say?
How many AD domains in your Exchange organization?
Is the Exchange organization in the forest root or a child domain?
Are the distribution lists global? Local? Universal?
Security groups or distribution groups?
Etc.
Debugging these types of issues are just absolutely no fun whatsoever.

Actaully, they are sending to someone that is one cube over. I can see
both of them from where I stand. This has happened a few times in the
last couple weeks. The IS mailbox is a distribution list as well that I
know they have access to. Sounds like maybe I should call Microsoft
unless anyone has any ideas :)

That is not a problem on your end. It appears they are sending to an
email
address that is either not valid, or maybe send only and cannot receive
mail.
