An offline backup is NOT necessarily in a consistent state. If a normal
shutdown (i.e., service stop) occurs, then that is correct.

However, if the system attendant dies, or the information store crashes
or is killed, then it probably won't be. (Which you actually have to do
sometimes, when debugging weird problems.) 

There are, in fact, a couple of complexities associated with taking an
offline backup in this situation.
