Gal cannot read or write because they were never
taught properly. Maybe we
should go back to teaching phonics in elementary
school.
A student who reaches junior high school should
be able to read and write
basic words.

Amen! I agree.
It's not only in English that they haven't been taught well. Their Hebrew is
atrocious. All this wishy washy feel good teaching for fluency rather than
accuracy has damaged their linguistic skills. The big problem is that it has
been going on so long, the younger generation of teachers have no idea what
we're talking about.
