I downloaded the binaries and I didn't see anything named bindownload.cgi.
Perhaps I'm in the wrong place???
The link you gave is where I downloaded version 1.8.2 binaries.
I'll keep poking around.

Ant is written in Java, and so the same code will run on either a 32-  
or 64-bit JVM.  I use it on both 64-bit Mac and 64-bit Windows 7 with  
no problems.  There's no particular benefit that I know of to running  
Ant under Cygwin - assuming you use the same compiler it should  
generate the same Java bytecode.

The binaries can be downloaded at http://ant.apache.org/ 
bindownload.cgi.  There is no "install" per se - you just unzip the  
package, and inside of that are a set of JARs that you include in your  
classpath (the CLASSPATH environment variable in your shell) or  
reference via the "-cp" argument to the java executable.

The downloads are not signed or encrypted, but they have had MD5  
hashes generated so that if you are so inclined you can verify the  
authenticity of the download.
