[brailleblaster] Build.txt comments

The build.txt file is 100% better than it was before. I have a couple
questions, though:
You don't mention where you can get the *.jar files that go in the lib
directory. Shouldn't you address this?
You state that liblouis.dll and liblouisutdml.dll go in the native
directory.
Don't they go in the root Braille Blaster directory? This would be the dist
directory.
Great job! I really like watching the project evolve.
