I figure that sighted people read the covers and flaps first and we might as 
well get the chance.

  NLS puts the book jacket information at the beginning of the book after the 
  copyright information.  Also National Braille press does this behavior as 
  well.

  So not sure if it is a standard of some kind or something.

  I do what Pam does, i.e., I put the text from the
  front cover, back cover, front cover flap and back
  cover flap in the front, before the title page, et al.
  I've found that most covers don't scan--I have to type
  in text.
