Okay, then, so if I get this right, you're saying that smart quotes are like
regular quotes except they look visually different. I do get you are
concerned about them. I gather they somehow do something or other to either
mess up a daisy file or a brf file (I think that's what was conveyed.)
Pardon me, I am still confused. What function do smart quotes perform if

Smart quotes are just open and close quotes that look different. In printed
books, opening quotes have a two dots with curved tails hanging down from
them, while close quotes have the tail curving up from the dots. Back in
the dim dark days of typewriters, there was only one kind of quote to type,
which was usually just a two short straight lines.
Computer keyboards simply copied typewriter keyboards, so they also only
have straight quotes. Some time ago, the programmers at Microsoft realized
that it is fairly simple to track when someone types a quote, and to convert
the first one typed to an open quote, and the next one to a close quote, and
so on, even though there is only straight quotes on the keyboard. They
called this feature "smart quotes." Pretty much every word processor can
now do this, and not only the feature of doing the conversion, but the
quotes themselves have become "smart quotes."
