One disadvantage of requiring a rescan is that
involves two  people, a scanner and a validator, and
thus will take twice as much time and effort. It the
book could be downloaded, fixed and uploaded as a BSO,
or put on the download list for a non-member volunteer
to validate, it will involve only one person and get
the books back into the collection in half the time.
