I'd probably use whatever I had in front of me. If it is a simple job then 
either would do it.  

If what you really want to know is what to buy to do the job my advice would be:

1.  You could look at just getting a copy of Microsoft HTML Help workshop: 
http://www.microsoft.com/downloads/details.aspx?FamilyID=00535334-c8a6-452f-9aa0-d597d16580cc&DisplayLang=en

It costs nought and just compiles html files into HTMLHelp.  You could use 
either Word or Frame to generate simple html files without too many dramas.

OR

2.  Look at AuthorIT (just to be difficult!!): its cheaper than Webworks, 
robohelp, xdk by a long way and (I think) one of the best help authoring tools 
around.
