Usually, on a decent ISP, it's a too-large email and a too-small timeout 
setting (in the email program) that cause the problem.  From what I've 
seen, most email programs download all email, THEN delete all 
downloaded messages from the server.

If you want to circumvent this problem, most email programs have an 
option to download only the headers of all emails (or all unread emails) 
and display a list... you can then pick which to download and which to 
delete from the server without downloading.
