Equally, not all words beginning with a vowel are preceded by "an". Words 
beginning with "u" are almost 
always preceded by "a" because the "u" is pronounced "yu", eg, "a university". 
However, I cannot think of 
a situation where another vowel would be preceded by "a" rather than "an".
