Here in Germnay the ECI 2002 Target is very succesfully used for
profiling flexo.
It contains 3% steps for every colorcombinations and 1,5% for pure CMYK.
For getting good flexoresults the linearization incl. bumpup is the key.
The bumpup is needed to get a well defined first printing point. The linearization is needed to correct the middle-tones offset-like
typical results file->print in germany are: 1%->0% 2%->7% (bumpup) 50%->66% (linearization for offset TVI)
Most flexo-printers get offset-data, which has to be converted to flexo.

If your profiling target has 2% and you don't use a bump curve that linearizes the *printed* highlights, you will have values starting at 15% or so; basically you'll be using your profile as a rudimentary linearization, which is not its function.
