It may be that the properties for the entire design are over riding your element properties. Select the whole design, then look at the lock/trim properties. There it may have the box for "trim if" checked. It may also be grayed out but checked. Any how, get it unchecked. Then you can apply you trims only where you want them.

The scissors are there. I delete them only to have them return as soon
as the file is saved.

Can you actually see the little trim icons (scissors) in the
design "tree"
when viewing the file in Design Shop?  Or are witnessing these trims
only as
it sews the design on the machine?
