The only time you loose information is when you actually save a file to a jpg. Opening and closing the file doesn't change it's properties. Opening it, compressing it, and saving it out again does... JPG is a compressed file format. Depending on the compression, it throws away data that it doesn't think you need in order to make the file size smaller but still be representative of the original.
