Install the proper drivers for your bluetooth chip. If it's by Broadcomm then it's www.broadcomm.com. The Windows generic drivers are buggy at best, and in order to receive files you need to be in the file receive wizard.

Hi. I've just bought a Bluetooth Dongle for my desktop. I can send files from the PC to my E71 but I can't send them to my PC. I get a swift response saying sending failed.
