Run this file, it will tell you if your using a device that is based around the Broadcom Bluetooth processor. If you are, it will offer to download and install the Bluetooth stack for you. OK, well put simply, if you just plug a Bluetooth dongle in to windows, the native windows XP stack will install itself however this stack is by no means comprehensive and lacks many of the features found in a commercial stack from the likes of Broadcom who make most of the Bluetooth chips embedded in mobiles and laptops today. If you go in to the control panel, system then device manager, under Bluetooth devices, what comes up for the name of your dongle? If its a Broadcom chip then you can get the Bluetooth stack from their website, else you'll need to contact the manufacturer of your device for a copy of the widcomm stack as it is customised for device makers.
