The runtime library handles things like creating and destroying windows, managing scroll bars, all the things that most Windows programs have in common. The runtime files are distributed with Windows itself so that you don't have to download the same huge files over and over with every program, yet every program can make use of the same standard library of functions.What you are describing is a very poorly behaved program. Although Microsoft is far from perfect, this kind of thing is very likely not Microsoft's fault, it is the fault of the programmer who released poorly written code.
