Hi Vince,
hotbar is a form of spyware.
Here is some more information;
http://allentech.net/parasite/HotBar.html
Parasite: HotBar

-----------------------------------------------------------------------------

This record last updated Tue Sep 03 2002 16:57:06

Description

Marketed as a program to add graphical skins to IE toolbars, it also adds
its own toolbar. It monitors all URLs you visit to add link buttons to its
toolbar dependent on the site.

Distribution

iMesh installs HotBar.

What it does

Advertising:
Yes. If HotBar's toolbar is not removed (form View/Toolbars), it will add
buttons on the left-hand side leading to advertisers' sites, often
competitors of the site you are on.
Privacy violation:
Yes. HotBar spies on sites visited and forms filled in, even when its
toolbar is disabled.
Security issues:
Yes. Hotbar has a silent-update feature.

Stability problems
None known.

Removal:

Removable from "Add/Remove Programs" on the Control Panel.
However it leaves some mess behind in the registry, which you can clean up
by running regedit if you want.
Keys you can delete:

HKCU\SOFTWARE\Hotbar
HKLM\SOFTWARE\Hotbar
HKLM\SOFTWARE\Microsoft\Internet
Explorer\Toolbar\B195B3B3-8A05-11D3-97A4-0004ACA6948E
HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Internet Settings\User
Agent\Post Platform\Hotbar 3.0

The last value is particularly irritating as it tells every site you go to
that you have HotBar installed. You can also clean up the 'HotBar 3.0'
string from "HKCU\Software\Microsoft\Windows\CurrentVersion\Internet
Settings\User Agent" if you like, though it doesn't seem to do anything.

Partial installs:

Sometimes the installer gets 'stuck' and won't install Hotbar properly.
"Add/Remove Programs" still works in this case.

How to Manually Restore the Windows 98/Me Registry
http://support.microsoft.com/default.aspx?scid=kb;EN-US;q221512

Under normal circumstances, Windows is capable of detecting and recovering
from registry errors automatically. If Windows is incapable of this, a
previous copy of the registry can be restored manually. Windows makes and
stores a backup of the registry when you start your computer successfully
each day. By default, five previous copies or the registry are stored. To
restore one of these previous copies:

1/ Start your computer, press and hold CTRL, and then choose
'Safe Mode Command Prompt Only' from the Windows 98 Startup menu.
If you are running Windows Me, start your computer with the startup disk.

2/ At the MS-DOS prompt, type 'cd\windows\command' (without quote's),
and then press ENTER.
Where "windows" is the name of the folder in which Windows is installed.

3/ At the C: prompt, type 'scanreg /restore' , and then press ENTER.

4/ Select the previous registry you want to restore, and then press ENTER.
NOTE : A properly working registry has the word "Started" next to the date.

5/ When you receive notification that you restored a properly working
registry, press ENTER to restart your computer.
