I think this is key: to have more scheduled group rides that people can
show up for, not too long or strenuous, that just get more people out.
There is a bike advocate in Minnesota I correspond with who told me that
she leads a weekly ride for people who have been prescribed by a doctor to
go for a bike ride. (It's called a "wheel being program"). Sometimes they
only go a couple miles, rest, start up again, depending on individuals'
capabilities. But people can count on being able to participate in a group
ride once a week.

Great idea for a social bicycle gathering, open to anyone ("no spandex
required!"). Might be interesting to do something similar, starting on the
Riverwalk and looping around to Brown St, as a way to activate that loop.
