[wisb] Surf Scoter on Lake DuBay

In addition to a large mixed raft of Lesser Scaup, Redheads and American
Wigeon, I found a lone Surf Scoter on Lake Dubay this morning. 4
Common Loons were present as well and I had interesting tern circle the
dike- nice flight looks- nice Common Tern.
