[wisb] Rough-winged swallow-is this rare?

I went down to Tower Hill State park and saw some Phoebes and heard Kinglets,
as usual. Came down upon the Wis. River flowage and saw a couple swallows. I
got the binoculars and it seemed to be a Rough-wing. Is it too early for this
type of sighting? Has anyone seen Bank/Rough-winged swallows at this time of
year? Please reply, thanks!
