Phi.......... too bad you don't have a dorsal shot of the bird, especially the tail. It is not a true Krider's by any means. It may have some Krider's genetics based on the very light tail. Intermediates occur on a regular basis. Krider's are not rare in Wisconsin. Up here in the northeast they made up over 5% of the immatures trapped in autumn migration. Numbers should increase westward across the state and especially down in the southwest. Their main migration route appears to be down the Missouri River valley but winds drift them east to Wisconsin. They should be expected in both spring and autumn migration, especially in fall. The rest of the ventral view of this hawk appears to be a regular Red-tail.
