[wisb] Migrating birds and 9/11 Tribute lights

I heard this story tonight on All Things Considered on NPR. Apparently in
NYC they do 2 big lights on the anniversary of 9/11 every year where the
towers were. The problem is it apparently totally messes up the migrating
birds and they get kind of stuck there.
