[wisb] Franklin's Gull -- Lake Altoona

Another Franklin's Gull was at Lake Altoona tonight -- this time a bird in
juvenile plumage. I didn't see the bird from yesterday, but much of the gull
flock was west of where they usually are and not within viewing range from Lake
Shore Park (and it was too windy to walk out and set up a scope).
