Jerry,
You correctly identified the dragonfly as Midland Clubtail in your nice photo. 
The reason it did not appear to be in appropriate habitat is that juvenile 
dragonflies (indicated by the bright yellow color) being not ready for mating, 
stay away from their water breeding grounds, wandering up to a mile away.
By the way, the Dragonflies of Wisconsin book (2007) has been reprinted and is 
available from the UW Arboretum Bookstore in Madison (608) 263-7888.
