I had a conversation with Andrew Farnsworth, who runs Cornell's http://Birdcast.org, and others, and this looks to be a combination of anomalous propagation (making the signal appear larger than it probably is) mixed with a lot of biological data (birds). Diurnal migrants such as gulls, waders, waterfowl, etc. are the likely constituents.
