[wisb] Alert: Probable White-tailed Kite - DeForest area, Dane Co.

I just talked with Barry, who said I could pass along his report. He saw 
the bird yesterday southwest of DeForest in the new Conservancy Place 
subdivision along the Yahara River. This is part of the larger ABS 
(American Breeders Service) property east of I-90/94 (the one with the 
clever sign). The best access is along River Road, from which you can 
access Conservancy Place, as well as a beautiful new public walkway 
along the Yahara River. The bird flew south, so be sure to check out the 
Windsor golf course, too.

Barry was very excited about this bird and assured me he would fill out 
the WSO rare bird report form.

Yesterday, June 5, I was walking my lab thru fields in Conservancy Place
subdivision  in DeForest on ABS farms property along the Yahara River.

I observed a gull looking like bird hovering above a tree line being
pestered by smaller birds. There were several gulls in the field so I
thought it was unusual that this one would be singled out. As I watched
I notice it was not the same shape as a gull but similar markings. It
didn't fly like one either. It continued to fly above the tree line and
out over another field were the smaller birds left it. The 2 or three
gulls remained in the field.

This bird eventually flew almost directly above me several hundred
  feet high. It had a straight white tail, dark tips on the wings,
  a white underbelly, short stocky shoulders, rounded white
  head and short bird of prey beak.

I am convinced this was a White-tailed Kite. Nothing in my bird books
looks like anything else. It flew high and gracefully, sometimes catching
thermals and making slight dives. My book also indicates it is not found
here but only in the west coast, however it used to be in the Gulf coast
and southern states.

Could I be mistaken? Has any one else made a sighting? Is there another
bird of this discription?
