As to what causes something to be grayed out in general, I am unsure. But Password Policies can only be configured at the Domain Level, so maybe that's why in this case. I don't see this on my system, but others have seen this and I need an explanation of what causes the 'grayed out' objects and what is the criteria to create grayed objects?
