I had a look at this and the basic profile is stored in a bunch of scarily
named but consistent registry keys. It shouldn't be hard to import a .reg
file and replace the couple of values you would need to personalise it for
each user.

I have seen some people do it with clever (ok, awesome) scripting.  You can
also use the modprof utility.  Jim has it on the thin.net somewhere.  I
can't find my link to it.
