[windows2000] Shutdown instead of restart

Hi everybody,

I have a problem with a WinXP-machine in a workgroup that always shuts down
(or goes into some kind of standby mode) when I choose restart. I've tried
looking through the bios settings but can't find anything relevant there.
Google is inconclusive on this, as more ppl have problems with the machine
rebooting when they chose a shutdown; my problem is the other way around.

Any ideas on this?
