Since a mapping is a user "action", not a system action, a mapping is located in HKCU, wich is loaded on user login. If a service needs this, you will have to make a new user, log that user on the computer, to create a profile for that user, map the network drive as persistent, log the user of, and then define the service to run under that user. The service will then use that settings. but the best, and only good thing to do it to make the service work with UNC paths...
