I also tought that when I read this, but i looked it up, and apparently its only a requirement on the netvork, not the RIS server, and can be hosted on a remote server. When the service is running, it works fine dishing out IPs. The only thing I've done recently is to install RIS to another machine (different ip, obviously), but I've checked that it was only ris, not dhcp service as well.
